Drop down list doesn't allow one to add a new project. We need this capability.
Changed this to a text field instead of a list so new projects can be added. Now you can't select from existing projects, so it'll be harder to sort the requirements by project in the future. I think one has to do custom Drupal coding if you want a list and the possibility of adding to it. Will check with Walt on this before I close out this action.
